With roots developed in evidence-based combat medicine, TECC presents the three phases of tactical casualty care and integrates nomenclature familiar to civilian EMS, Fire, and Law Enforcement:

  • Hot Zone: Direct Threat Care - Patient care rendered while under attack, in adverse, or otherwise imminently dangerous conditions.
  • Warm Zone: Indirect Threat Care - Patient care rendered while the threat has been suppressed but may resurface at any point.
  • Cold Zone: Evacuation Care - Patient care rendered while the patient is being evacuated from the incident site.

TECC focuses on the medicine during these phases of care and provides guidelines for managing trauma in the civilian tactical or hazardous environment. While TECC has a tactical slant, it takes an all-hazards approach to providing care outside the normal operating conditions of most EMS agencies, such as responding to a mass casualty or active shooter event.

The Strategic Operations, Inc. (STOPS) fully accredited, 16-hour TECC provider course includes all-new tactical casualty incident simulations. TECC at STOPS includes but is not limited to:

  • Hemorrhage control including immediate action drills for tourniquet application
  • Comprehensive instruction on the “P-MARCH-PAWS” algorithm assessment
  • Surgical airway intervention (cricothyroidotomy)
  • Chest-needle decompression (chest thoracentesis)
  • Strategies for treating wounded responders in high threat environments
  • Caring for pediatric patients in the tactical environment
  • Proven, best practices for lifting, dragging, and carrying victims to safety
  • Three (3) skill-focused, Situational Trauma Exercise Lanes
  • Hyper-Realistic® active shooter/mass casualty event scenarios
NAEMT's TECC course is endorsed by the American College of Surgeons Committee on Trauma, is consistent with the current guidelines established by the Committee on TECC (Co-TECC), and meets the updated National Tactical Emergency Medical Support Competency Domains. This course is accredited by CAPCE for 16 hours of continuing education credit and recognized by NREMT.

NAEMT is a recognized education partner of the Co-TECC. The Co-TECC establishes guidelines for the provision of prehospital care to injured patients during a tactical incident. The Co-TECC neither creates a curriculum for the prehospital provider nor does it endorse the curriculum of other organizations.

TECC is oriented to the civilian tactical medical provider, is fully aligned with the recommendations of the Hartford Consensus (I, II, III and IV), the C-TECC standards, and the principles of Tactical Combat Casualty Care. This program exceeds the 2015 amendments to the California Code of Regulations, Title 22, Division 9, Chapter 1.5, Article 3, §100017(14) and CA H&S §100017(14)(A) for individual first responder training as a State of California Advanced Tactical First Aid Course (Fire/Law/EMS).

Upon successful completion of TECC, students will receive an NAEMT certification as a TECC Provider (valid for four years from course completion) and 16 hours of Category-I CMEs/CEUs from CAPCE (formerly known as “CECBEMS”). California Law Enforcement may submit POST-2-213/213A for Continuous Professional Training (CPT) credit.

Make-Up/Moulage Basic Course (HRMK)
Strategic Operations Inc. (STOPS) is pleased to provide instruction in the techniques of how best to safely and effectively utilize the Hyper-Realistic® Moulage Kit (HRMK) creating Hyper-Realistic wound simulations that will enhance any training scenario.

This course draws on the many years of experience of the STOPS’ Professional Special Effects Make-up Team and will provide the Training Audience with the knowledge and tools required to employ the HRMK in support of day to day training scenarios reducing those training costs and allowing high profile/final exercises to continue to be supported by Professional Special Effects Artists.

Make-Up/Moulage Advanced Course (HRMK)
The two-day STOPS HRMK Advanced Training Course conducted at the STOPS facility in San Diego, CA will delve deeper into the more complex capabilities of the wound kit. This in-depth training will instruct the Training Audience in specialized techniques developed by the STOPS Make-up Team to successfully execute everything from a single casualty with multiple injuries to a mass casualty training scenario.
